Step1: Sign in to the Microsoft 365 admin center as an admin.
Step2: Go to users and click on active users.
Step3: Enter the username in the search bar whose sign-in you want to unblock.
Step4: Click on their display name.
Step5: Click on unblock sign-in.
Step6: Unclick the check box and save the changes.
Step7: Click on save changes.
